Once implemented in 2009-2010, the mandatory return service will be implemented by the new MDs until 2014. This means that those who pass the UP College Entrance Test (UPCAT), scheduled for August 2 and 3 and who apply and qualify for the College of Medicine`s Intarmed program, will sign the contract – with the compliance of their parents or legal guardians in the case of minors. This also applies to new entrants to the regular MD program next year. The graduate should serve preferably according to the role of the defined profession or health-related profession in three functions, but not limited to direct service, education/training and research. The return service is preferably a job with government agencies/institutions, underserved cities/provinces, non-governmental organizations and cause-based organizations. Under the RSA, graduates are required to complete the minimum duration of two years within five years, preferably depending on the roles and nature of their respective professions and along the three main functions of the university, but not only in education/training, research and direct service. Under the directive, applicants to the university must sign a contract as part of the university admission requirements. The contract provides for a return service that can take the form of a public service, research or private practice in any part of the Philippines after obtaining a Philippine medical license. As part of the return service, a graduate may undergo residency and/or postgraduate scholarship training at a government institution in Metro Manila or at a public or private institution outside metro Manila. College Dean Alberto Roxas, who defended the proposal at the UP President`s Advisory Council meeting on July 14, 2008, said that mandatory return service could result in the loss of a few good students, but will ensure that 480 UP doctors will serve the country at any given time. The mission and vision of the UPM College of Medicine imposes a social obligation on it to address the current lack of human resources for health in underserved and rural areas of the country. All graduates of the University of Philippines-Manila (UPM) College of Medicine will soon have to complete a three-year return service in the country after graduating and obtaining a medical license.
The new directive should cover incoming medical students from the 2009-2010 academic year. Return Service Agreement is an absolute requirement for the CHW (SHS), baccalaureate Health Sciences (CAMP, CN, CP, CPH, SHS), DDM and MD programs. Enrollment in a second degree such as a Master`s degree, Doctor of Medicine (MD) or Bachelor of Laws (LlB) or other programs cannot be considered a return service. The agreement stipulates that the student must serve in the Philippines within 5 years of its conclusion. Enrollment in high school diplomas such as Master, MD, LIB or other programs is not considered a return service. Calderon Hall and the University of the Philippines College of Medicine were the only UP unit to be open and functional during the peak of World War II to provide the necessary medical services during that period.
